Political

India has an Honorary Consul General in El Salvador and Indian Embassy

in Panama is concurrently accredited to El Salvador. El Salvador has opened the

Embassy in New Delhi with a resident Ambassador.

Visits

There have been several visits between the two countries. Shri Rao Inderjit

Singh, MOS [EA] visited El Salvador in September 2004. Salvadoran FM Maria

Eugenia Brizuela de Avila visited India in February 2004; FM Francisco E. Lainez

visited India in March 2007; Salvadoran Vice Minister for Salvadorans Abroad, Ms.

Margarita Escobar visited India in Dec 2007 and Vice President Ana Vilma de

Escobar visited India in January 2008 to attend the CII Partnership Summit. Vice

Foreign Minister Eduardo Calix visited India in June 2008 to attend the second

India-SICA Foreign Ministers' meeting. Former VP Ana Vilma de Escobar attended

India-Latin America and Caribbean Conclave organized by CII in Bengaluru in

February 2009. Salvadoran FM Hugo Martinez visited India from 27-29 March

2011.

Bilateral Agreements

MOU on Foreign Office Consultations between MEA and the Ministry of

External Relations of El Salvador was signed in February 2004. An Agreement for

waiver of visas for diplomatic and official passports was signed in June 2008.

Agreements on [i] cultural and educational cooperation [ii] cooperation in

agricultural research and education have been proposed by the Salvadoran side.

An MoU on setting up IT Training Centre in San Salvador was signed and

accordingly the IT Centre was established and functioned for two years

successfully with the assistance of GOI. It was further extended by one year as

requested by the Government of El Salvador and after successful completion of

the course, the IT Centre was handed over to Salvadoran authorities in June 2011.

India´s main exports include pharmaceuticals, rubber articles, iron and steel

and machinery, whereas, India´s imports include wood & wood products, jewellery,

etc. A Line of Credit of US$15 million was announced by GOI during the visit of

Foreign Minister Lainez in March 2007. Two tour operators from El Salvador

participated in the Tourism Workshop for LAC region organized at New Delhi in

April 2006. PHARMEXCIL had sponsored the participation of two Salvadoran

delegates in the Pharma-LAC Conference held in Hyderabad in June 2007. Three

delegates attended the INDIASOFT conference in Hyderabad in March 2008. As

part of India's offer to several SICA countries to establish IT Centers, an IT

Training Center has been set up at the Central American Technological Institute in

San Salvador and trainers from NIIT are engaged in imparting training to students.

NIIT Training Center has gained popularity in El Salvador. GOI donated medicines

and medical stores worth Rs. 5 lakhs to El Salvador as relief supplies for the

victims of Hurricane Mitch few years ago. GOI also donated medicines worth

US$10,000 in August 2005 and 18 Bajaj three-wheelers in November 2005. In Nov

2009, hurricane 'Ida" caused extensive loss of life and damage to infrastructure in

El Salvador. India made a cash donation of US$ 250,000 as humanitarian aid to

the country.

Cultural Relations / ITEC

Cultural troupes from India have visited El Salvador and given

performances. Exhibition of the Churches of Goa "Velha Goa" was held in San

Salvador in October 2005. A 'Friends of India' Association has been formed.

Government of India has allotted 10 ITEC slots for the year 2011-12.

Indian Community

There is no Indian community.

"Chairman" - Tirumala Tirupathi Devasthanam

Tirumala - Mount Shri - Mount of The Mother of Wealth - is the abode of Lord Venkateswara. For millenia people have visited and offered their prayers to Venkateswara. Naturally, Tirumala is the abode of Lakshmi, living in the lord of the sri (lakshmi) or Tirupathi. What a wonderful name it is.

Tirumala Tirpuathi Devasthanam, or the "Abode of Venkateswara, Situated in the Lord of the Lakshmi, and the home of the Gods."

Venkateswara holds Bhudevi (Earth) and Sridevi (Wealth) close to his heart. What an apt name for the temple town of Tirumala Tirupathi !

My objective in discussing this is not spiritual but literary and to the extent I can use the word in this context, scientific and political.

We often use the term "Chairman" to refer to the head of a group of people that convenes and commands a meeting. Slightly extending the term "Chairman" to include forms of all entities, not just humans - who qualifies to be the Chairman of the "Abode of Lord Sri Venkateswara" ?

Isn't it time that the "Government of Andhra Pradesh" stops "appointing" a " T T D " Chairman ? And isn't it time that the lowly human (without in any way diluting Advaita) can claim eligibility to be the head of the " T T D "

This of course creates a strange problem for the secular democratic government in India -- here is a democratically elected government, claiming the right to appoint the head for the abode for the lord of the lord for all wealths and the abode of all Gods !

What a contradiction !

Isn't it time for the democratically elected governments of India to give up their control (or the lack of it) on the spiritual centers for a billion Indians ? Bring them on parity with those following other religions ?

Is India becoming a leader for the rest of the world by appointing government officers to head spiritual centers or is it a clear case of the egoistic politician ?

If one were to apply the principles of regression, the lord of the lord of all wealths would not only be the chairman of " T T D ", but over association through organization the state of Andhra Pradesh, the whole of India.

This would naturally violate the secular intentions of the democratic republic of India.

In the best of the secular traditions, I humbly submit that state and central governments of India give up control of the spiritual centers of the Sanathana Dharma (or the contemporary Hindu Religion).

A closing note - The Great Sri Krishna Devaraya, who invested and restored large portions of the temple - installed his statues at the entrace to the Tirumala Temple, almost like a guard to the temple ! A strong contrast to peoples representatives of a democratic secular country - MLAs, MPs, Ministers, Prime Ministers, Presidents - who claim jurisdiction over the temple and claim "Very Important Person" status to get past the tens of thousands of the bhaktas waiting in queues to get to the sanctum scantorum on priority. I humbly submit to any one who happens to read this note to introspect

ICWAI copying questions in bulk from ICAI exams

It is well known that candidates writing examinations are supposed not to copy though it could not be supposed that they should answer originally. However, the only exception to this is rule is 'open book system of examination'. The recent Applied Direct Taxation paper of Cost Accountants Examination held in December 2011 is somewhat different. Here the paper-setter has copied the questions from various other examinations on wholesale basis without putting any effort towards original thinking.

It would be interesting to see how the paper-setter or the question paper was managed so extraordinarily by adopting all the words, sentences and numerals ditto from some other examination but cleverly changing only the names which does not require any extraordinarily skill to avoid repetition of names.

The fiasco

The following table shows exactly how each of the questions in the question paper were copied from Professional Competence Course (PCC), Integrated Professional Competence Course (IPCC) and Final Examination conducted by the Institute of Chartered Accountants of India.

The paper-setter perhaps was deprived of adopting from any source as the first question of 25 marks consisting of multiple-choice and fill in the blanks do not find place in similar such professional examinations. Probably, questions of this kind if were asked in any other professional examination, the job of paper-setter would have been much easier.

The pattern of question paper relating to Applied Direct Taxation of ICWAI is that the first question of multiple choice, fill in the blanks etc is for 25 marks. The candidates have to attempt five questions of 15 marks each out of seven such questions given subsequently. In total, the question paper would contain 130 marks. The paper-setter had copied for 87 marks and the source for the balance 43 marks could not be ascertained in spite of great efforts.

This kind of paper setting could be a child's play but the job as such is not intended to be like that. The appropriate authorities have to take note of the various observations given above and reset the system for its effective functioning.

S2 233 - Jet Lite flight from Bangalore to Chennai

On December 23, 2011, the Jet Lite flight from Bangalore to Chennai S2 233 scheduled to leave at 1935 hrs left around 1.30 am.
The first announcement of delay was to 2210 hrs (which I came to know at the time of checking in at 1845), then it was revised to 2250 hrs.
Around 2330 hrs, we were still on the tarmac; one of the passengers who complained of a lost passport was allowed to leave...
Then, when there were signs of the plane starting, there was this smell of fuel filling the cabin, which the attendant promptly explained as normal start-up phenomenon.
A few minutes later, the captain announced there was a snag in one of the engines and the plane returned to the parking bay for inspection by the engineers. During inspection, the kerosene-like smell filled the cabin once again. And the announcement came in shortly thereafter that the plane was not fit to fly. We all got down and got into another plane, free seating.
Sarath Babu, Chennai-based actor, sitting next to me said that we should thank that passenger who had to go out of the plane in search of his passport, because otherwise we might have been air-borne when the snag became evident. Meanwhile, someone had found the missing passport in the luggage rack...
(A few questions: Is there an online page of the Ministry of Civil Aviation or some other agency where the airlines are required to file detailed reports of the flights, especially when there are delays? Are the passengers entitled to any compensation from the airline for the hassle they underwent?)

Was surprised to find audio missing in the recorded videos. The problem was presumably caused by 'The Economist' app, which I'd opened a few minutes before the video session. The app lets one read the article and also listen to the audio rendition of the article. And I'd switched to the reading mode, by shutting off the audio. Is this a case of an app overriding the main device's options, like the tail wagging the dog? Or, is it the way apps are supposed to function?

A case for book census

We need a 'book census,' especially in villages and small towns, at the household level.

Apart from compiling an inventory of books at each household, the book census should seek answers to a few questions such as:
1)    What is the condition of the book?
2)    Are you willing to give away some of the books, either free or for a price?
3)    Is there a list of books that you would like to have in your household?
4)    Would you like to become part of a special interest book club?

While this can be a worthwhile summer project for students, under the guidance of their teachers, the industry that can benefit the most from the census is the book publishing industry. For, what can be more lucrative to the industry than to get the mandate – say, with targeted government subsidy or funding from corporates as part of their CSR – to equip each household with a basic library!

 I am here in enclosing with the mistakes in the solutions of IPCC / PCC
November 2010 exams published in the suggested answers. If a student
solves the question correctly he will naturally loose marks.
 Summary:
1. Question No: 1(d) – November 2010
Equity share capital of 60lacs out of 100Lacs is taken as 50% instead
of 60% so any student who solved the problem correctly would have
lost five marks who will take the responsibility for his mental agony,
loss of confidence?
2. Question No: 2(b) - November 2010
Totally wrong approach present position should be compared with
option I or option II instead present position is compared with
option I and option I is compared with option II. The answer is
wrong with highly confusing presentation.
3. November 2007 – process costing
Unusual treatment – both normal loss and abnormal loss are valued
– unheard of costing concept. Normal loss is an uncontrollable loss
and should be absorbed on good units produced but strangely ICAI
values it.
THE BIRD'S EYE VIEW OF THE PAST TEN YEARS EXAMS
 Most of the questions are repetitive, copied but the solution presented varies
from one exam to another.
 Wrong and confused interpretation and presentation of the solutions in the
suggested answers.
 Lack of clarity in understanding of the concepts in the suggested answers.
 Very difficult and cumbersome presentation for easy problems.
IN SHORT POOR AND INEFFICIENT QUALITY OF SERVICE
THE CONSEQUENCES
 Students getting ranks must obviously be solving wrongly while Good students
fail.
 Loss of confidence and mental agony and ruining the bright future of good
students.
FIX RESPONSIBILITY
 ICAI presidents and secretary must be made personally accountable for
damages.
GOVERNMENT REMEDY
 Immediate need for transferring the examinations and coaching board to an
independent autonomous body.
JUDICIAL REMEDY
 Make application for valued papers under RTI
 File cases in respective high courts or better approach Supreme Court by way of
public interest litigation.
 Bring these issues to the notice of media.
 Approach National Human Rights commission and also move the international
bodies.
 Create a movement by spreading this message throughout India and abroad.
THE RESULT WILL BE ICAI WILL BE CONSIDERED AS THE BEST AS BEFORE – THE
PAST GLORY AND DREAMS OF OUR SENIORS OF THE PROFESSION WILL BE

 The costing management for final and financial management for final suggested
answers published contains many mistakes, wrong understanding of concepts
very difficult and confusing presentation will glare at the students if one goes
through the last 10 year exams, this is also true for other papers also.
 We have brought this to the notice of the past president Mr. Amerjit Chopra and
also Mr. Vinod Jain. Mr. Vinod Jain spoke with us at length agreeing with the
inefficiency and on the need for improving the quality of service but then he just
forgot about the same. We only read few of his messages in the student journal
about how CA material is being considered as world class with all such mistakes.
 We have a ray of hope that is you being at the helm and Mr. V. Murali as
chairman of board of studies, who is really dedicated in serving student
community if one analyses his past record that such things may not reoccur. We
have only presented few questions in this letter.

Dear Mr Murali,

I thought you would be interested to know that we have just announced the ISB-Ivey Case Competition 2011. Now in our second year, we hope to reach out to a wider network of Indian B Schools, to help build a repository of high-quality, internationally benchmarked cases about businesses in India.

During the debut year, we received close to 200 registrations. The final 70 accepted submissions comprised case studies from top Indian B Schools, including the six IIMs (A, B, C, L, and K), MDI Gurgaon, XLRI, IIT Mumbai, etc., apart from ISB. The submitted cases covered themes like Microfinance, Trade, Taxation, Public Sector Innovation, Change Management, Governance etc., in addition to regular management topics of Strategy, Marketing, Organisational Behaviour etc. Some of the companies on which the cases were based included Wipro, Microsoft India, Cargomar Pvt Ltd, Maruti Suzuki India Limited, Pepsi, Basix, Domino Pizza India Limited, Bosch India etc. The top two winning cases of 2010 addressed unique challenges of mid-sized Indian businesses. Post the competition, all the top 10 cases of the competition were exclusively mentored and developed by the ISB-Ivey team of mentors, and are now in various stages of being published.

The Competition is being held in partnership with the Richard Ivey School of Business, The University of Western Ontario and Association of Indian Management Schools (AIMS). Further details available on http://www.isb.edu/casecompetition/
